Deputy Foreign Minister, Russian Federation

Yevgeny P. Goussarov has served as Deputy Minister of Foreign Affairs of the Russian Federation since January 1999.

In 1972, he graduated from the Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the Russian Federation. He was appointed to the Second European Department at the Ministry of Foreign Affairs in Moscow.

From 1972-1977, he was Vice-Consul at the Consulate General of the USSR in Montreal.

After serving as Diplomatic Officer at the Ministry of Foreign Affairs, Moscow, he returned to Canada in 1981 as a Counsellor at the Embassy of the USSR.

From 1986-1991, he was Deputy Chief of the Ministry of Foreign Affairs, Moscow. He subsequently became Chief of the Department for Security and Cooperation in Europe (1991-1992).

In 1992, he was appointed Ambassador of the Russian Federation to the Republic of South Africa and the Kingdom of Lesotho.

From 1997-1998, he was Chief of the First Department of European Cooperation at the Ministry of Foreign Affairs in Moscow.
