Scott Barrett is Director of the EEST Programme and Professor of Environmental Economics and International Political Economics at the School of Advanced International Studies, Johns Hopkins University.

A specialist in international environmental policy, Scott Barrett recently joined SAIS from the London Business School. Previously he was a research director at an institute based at University College London.

Barrett has published widely on the strategy of negotiating international environmental agreements, and received the Erik Kempe Prize for this work. He was a member of the Intergovernmental Panel on Climate Change, and has also advised a number of international organizations on negotiating environmental treaties, including the European Commission, IUCN Commission on Environmental Law, the OECD, various agencies of the UN, and the World Bank.

He is the author of Convention on Climate Change: Economic Aspects of Negotiations (1992) and is currently writing a book on international cooperation with the title, Environment & Statecraft .

Dr. Barrett received his Ph.D. in economics from the London School of Economics. His Ph.D. thesis was awarded the Resources for the Future Dissertation prize.
