Costas Cartalis is President of the Institute of Strategic andDevelopment Studies (ISTAME) - Andreas Papandreou. He is an Associate Professor at the University of Athens and a visiting professor at the University of Thessaloniki.

Mr. Cartalis has served as the General Secretary for the Olympic Games at the Ministry of Culture for the period 2000-2004. For his services with respect to the Olympic Games of Athens, he has been awarded with the Olympic order by the International Olympic Committee and with the metal of the city of Athens. He has previously served as advisor to the Municipality of Athens, the Ministry of Environment and Public Works and the Ministry of the Aegean. He is a member of the Scientific Committee of the European Environment

Agency. He has also served as member of the Management Board of the International  Oympic Academy, member of the Management Board of the European Environment Agency and the Center for Earth Observation and of a number of other management boards and committees within the European Union and the OECD. Born in 1962 (Lagos, Nigeria), he completed his undergraduate studies at the University of Athens (B.S. in  Physics) and pursued his graduate studies at the University of Michigan, Ann Arbor, completing Masters Degree in Atmospheric Physics, Masters Degree in Aerospace Engineering and PhD in Environmental Physics with emphasis in satellite remote

Sensing for environmental applications (1989). He has also followed a post graduate course on Strategic Information Systems at the Heriot Watt University.
